Very primative nervious system make it seem like it, but no oxygen to brain=dead.
No more heart so I doubt it was still alive. More likely nerves.
I see the freshest food. Not sure about the taste or texture but I like deep fried frog legs so I'd give it a shot.
I love sushi, but I would draw the line at that.

The meat had been separated from the body but they still put the twitching head in with it for no reason other than shock value. It's not like the meat was still attached to the body of the frog, but it's still pretty lame.
No. I will not be party to the causing of torment to an innocent animal. I love meat, love it, but I want the animal to be put down with as little pain, stress, and discomfort as possible. I already took its life, and it's body as food already, I will not cause it torment as well.
Are you sure that's Japanese? That looks like a Chinese dish and Chinese writing (but I'm not 100% sure).
ETA: It is Japanese, the signs outside show prices in yen...
One thing I can tell you is that's NOT typical Japanese fare.

I don't eat frogs, including frog legs, and any varient of it.
But look at the video, the frog is killed very fast (first cut is to the neck), other than visual, the frog was killed humanily.
The presentation have yet to be desired, but the, the frog is already dead.
Much more humane than the Korean skinned octopus or Chinese deep fring live fish. In both cases, the animal is alive.

The primitive nervous system is exactly why it is still alive. Reptiles and amphibians don't need nearly as much oxygen flow and their brains can stay viable much longer. The brain of
that frog, at least, was very much alive.
Worse things than that happen to frogs and both higher and lower life forms every minute of every day. I wouldn't condemn others for it, but I certainly wouldn't participate –– not because I wouldn't eat the meat, but because I like to think of people as having a moral sense endowed by our Creator that would separate us from the average predator and that there is something very "not right" about it (ethically). I think that is exactly what drives most people's strong negative reactions to this.

I've eaten fish like that in china. Yes the fish was alive while we were eating it's flesh.
It's been a long time since I skinned any frogs - but IIRC they will flop about for over 20 minutes after you cut their head off. I think they out flop fish, but have skinned plenty of fish that refused to stop moving as well - not to mention how long the gills keep moving on the head. Once the head is removed, I consider it dead either way.

I didn't find the video shocking at all. Live frog skinned and served raw. Non edible part put on plate for show.
Also I bet that chick is a freak in bed. Most chicks can't stand having what they eat staring back at them much less wink.
