If I order an ar pistol kit can I just use a regular ar lower without any kind of stamp?

You just need a stripped lower that has not ever been made into a rifle.
I am pretty sure it goes:
A pistol can be made into a rifle, but a rifle can not be made into a pistol. (IIRC)
A pistol needs a buffer tube that cannot accept a stock.
Do not use a forward grip as that would make it a A.O.W.

What state or locality are you referring to where this pistol build has to be "registered".
Very few jurisdictions in the USA require handgun registration.

In short, you need a "virgin" lower receiver that has never been assembled into a rifle, then assemble it as a pistol with no stock nor the ability to readily attach one. The uninformed will try to tell you that you have to mark "pistol" on the 4473 or similar, this is untrue as all frames or receivers transfer as "other" on the current 4473 forms from a dealer. If your state or locality has particular requirements for constructing a pistol those will need to be complied with.
