Also I want a low profile gas block that would be covered by the rail system. Would the Troy BattleRail be long enough to hide the gas block?

To me it looks like you should just buy a stag rifle and then change a few things from it(the rail, etc.)
Other then the lower parts kit(already stated), if you are not getting the optic right away you will need a set of sights. It might be a good idea to get anyway in case your optic goes down, that way you can still shoot until your optic is back up.

Lotsa Stag parts there.
That 9" rail may not completely cover the carbine gas block.
A tapered front low pro gas block like this might look a little nicer if it's to be exposed.
