How is a round actually "Copper washed" ?
Specifically, ... How do the ammo manufacturers take a loaded ( I guess.. ) round and apply the "Copper Wash" ? Or do they do the case and bullet separately ?

The case and bullet are covered seperately.
As was mentioned above, the case and projectile are done seperately, during the manufacturing process. A copper "wash" is simply a thinner than normal layer of electroplating. Copper "washed" and Copper "clad" steel is both used in cartridge manufacturing. The two are different processes that provide the same basic end result.
