Difference between AK & PSL scope mounting blocks?
Can the PSL scope mounting block be altered,filed, to fit AK side rail?

Not by design no, SVD mounts are not designed for AK mounts.
You can swap the base by removing the 4 screws and breaking the seal on the loc-tite style glue they use however. It's not particularly hard.
Some people will tell you an SVD mount will fit an AK rail by sliding it on from the front of the rail instead of the back but that is not correct and you will probably have issues with holding zero. SVD and AK mounts tend to walk forward under recoil and by sliding the SVD mount on from the front there is nothing other than possible clamp tension to keep it from moving froward. I've had them fall off my old PSL before I figured out I was doing it wrong back in the day.
