Quick C&R question relating to firearms already owned prior to C&R ffl
If a 03 holder already has a lot of C&R stuff prior to him receiving his C&R does he have to put those in his bound book? Or just the stuff he gets using his C&R?
As someone who just applied for their 03 FFL, Im going to tag this for the answer.
Only put them in the book when you get rid of one, state it was owned prior to license, in the section of the log book for aquired from.

Yes once you have a current license anything going in or out needs to be in the book, if you owned it before the license you state it in the book, even if you would buy a C&R firearm without the use of your license it will still go in the book. The guns that are C&R you have before a license do not matter until you dispose of it then it goes in the book. I did it this way and my audit went fine.

You actually got audited? Can you post a rundown of how that went? What was the tone of the agents? Did you do it at their office? What kinds of things did they ask you or did they pretty much just look at your bound book?
I only had my license for 4 months auditor came to my home, I only had 2 firearms that were C&R and purchased them both at the same time from aimsurplus audit lasted 15 minutes only because of firendly conversation, Guy could not understand why he was there, and knew nothing about firearms, would not know the difference from a mauser and a mosin nagant. Maybe it was training for him or job justification. Showed him my license, book, entries and 2 firearms ready for him on the kitchen table. Asked me if I had any questions after it was all over but with his level of knowledge of firearms I did not bother. The whole thing was friendly and no questions were realy asked other than I showed him the location of one of the serial numbers. The entry I had for a disposition only I had written in "owned prior to license" with the date I purchased it since I save all receipts.

If you have C&R guns that you bought private sale, it's a private sale. If you bought a C&R gun before you got your license, and filled out a 4473, it's no different than any other gun you may have bought.
If you use your C&R to buy a gun from a dealer, it's just a dealer transfer. He logs it out in his book. You then log it in, in your bound book.
Your C&R is not a license to deal. It's a collector license. If you were an dealer, it would be different. Then you must keep records regardless of where they came from.
All C&R eligible firearms aquired while currently licensed are logged. Whether bought privately, shipped from dealer, willed, gifted or dug up in your yard.

Thanks for the rundown. It is my understanding that they pick a certain number of FFLs randomly each year for audits, that is probably how you got picked.
I've got 8 entries in my bound book, all acquisitions. I also keep all receipts/packing slips, so I've got everything more than adequately documented. It is highly unlikely I will have any dispositions since I rarely if ever sell anything and the last few I ever sold (well before I got my C&R) were not even C&R so they wouldn't count. From what I've read if I ever get audited I think I will take the option to do it at their office.

This is not my understanding of how it works. From what I've read you are supposed to log any C&Rs you aquire by private sale or on a 4473 during the time you are licensed into your book. And you are supposed to log any C&Rs out of your bound book that you sell whether to an individual or to a dealer during the time you are licensed, even if you had them prior to being licensed.
That letter answers the OP's question. It states: •Must enter into the A/D record all curios and relics acquired
after receipt of the collector’s license.

I have sort of the same question also. I bought a M44 from a gunshow less than 5 days before my 03 FFL came in the mail.
If the issue date on your 03FFL is the same or before the M44 purchase, it should be logged.
I know the letter I quoted a few posts above says 'received'. In the rare event you are audited, easier to have it in the book, instead of a less than
knowledgable agent using license issue date.
