Transfer to Out of State Class III Dealer

For some reason I think it is legal for a private individual to transfer an NFA weapon to a Class III dealer in another state by filing a Form 4. And because it is a Class III dealer, the private individual does not need a law enforcement signature on the back page or finger print cards. Am I crazy or am I correct?
Thanks for the clarification.

Nope. You are correct. Can still take months to get processed though.

My class 3/SOT dealer told me Saturday that he just got a lighting link in from an individual in another state on a form 4 to him in 4 weeks. Any transfers to a dealer are on a fast track now. It slows down to 6 months or so when it goes from the dealer to the consumer.

Dealer transfers usually run 3-6 weeks. That is normal.

I've seen 3wks to 9months for a Form 4 to us. It is really hit or miss right now.

But its not a "dealer" transfer. Its from an individual to a dealer. Its a tax paid transfer, so you have to mail it to ATL with a $200 check, that can take three weeks in of itself. If not longer.
