Would this be a DD round?

I'm guessing anything that isnt smoke or flares pretty much turns a 37mm into a DD, but i was wondering, Would a adapter, that had no provision for powder of any kind, but would only be made to load a 27mm super ball into one end, and a 209 primer into the other end, make this a DD, i was thinking it depends on the ATF's definition of a cartridge, As having no powder would it still be considered one. I was also thinking it would be quite a bit less pressure than most of the 37mm flares, and still be within the power level that a spikes could handle, as they say the locking mechanism isnt made to handle commercial 40mm ammo.

As i said, i know it meets the "Rubber ball" part of the AP ammo list, but without having powder in it and being primer powered, is it considered a cartridge.

Well, it's still using an "explosive" to propel the ball, and the ball is "anti-personel", so most likely this , in combo with a 37mm launcher will constitute a DD- there's now even a "ruling" (and Rulings bear the full weight of law) regarding the total weiight of "powder" permissible, to INCLUDE primer mix, expellant charge, and pyrotechnic load (if any) - I wouldn't want to be quoted, but think it's 1/4 oz.
Don't know what you'd expect in the way of anything, trying to propel anything by the force of primer alone, anyway......

I was just thinking it'd be fun to launch, they have a little bit of weight to them, so they should go pretty far, and 209 primers are pretty powerful. Also something that wouldnt break a spikes launcher.

To answer the question, Yes its anti-personel. Flares, Gas, and Smoke anything else is or can be considered anti-personel.

Your best place for information on 37/40mm is grog's site. The people are friendly and can answer any question you might have about reloading safety and the laws..

Short answer, yes. Because its not the powder that makes it anti-personal, but the projectile. Now, the above post is correct, the ATF mandates that no round may have more that a 1/4 ounce charge (to include propellant, projectile device, ect.). Think of it as the .22 rounds you can buy that a primer fired (IE: no charge), it doesn't mean its not a deadly round.
Submit a form 4, get it engraved, and have fun. Or stick to smoke, gas, or flares.

Correction to the above. A round may have more than a 1/4 ounce, but it must be a DD of its own and the ATF has very strict storage requirements.
