Is that an "E" I can't tell from the picture

Looks like an E to me.

Yes that is the only mark on them. The phosphate coating is dark greenish.

E on milspec parts is most commonly Elisco Tool & Machine, of the Phillipines, which manufactured M16s under license from Colt.
