California assault weapons dealer

Can a FFL outside of Nevada ship an on-list AR-15 lower receiver to a California licensed assaut weapons dealer? Normally, the FFL can't ship an on-list lower, but supposedly a FFL can ship to an assault weapons dealer, says this dealer
