If I am a resident of state X and find a SBR on a form 3 in state Y, is it legally possible to purchase the SBR from the dealer located in state Y, receive approval of my form 3 for the transfer, submit a 5320.20 for state Y, then drive (as a resident of state X) to state Y to pickup my SBR directly from the dealer?

Nope. Dealers cannot sell NFA across state lines.

The only way you could buy it directly would be to establish a legal residence in state Y.

Also, unless you are a licensee, the transfer would be on a tax-paid Form 4, not a tax-free Form 3.

Thanks. I'll have to find a dealer to take my transfer then...

I've only done form 1's, never a form 4 yet. I assume the form 4 is as straight forward as the form 1 correct?

Yeah, pretty much the same. It will be filled out by the transferor (your dealer) and you will just have to take care of the back side.
