Early M-14s had M1 Garand buttplates, with internal stowage of GI cleaning kit. Later versions of the M-14 had the buttplate to which you refer. It's purpose was to enhance accuracy in full-auto 7.62mm fire. I don't know if it did so, but it became standard after its' introduction till the end of production.

FWIW, I have never seen anyone shooting at any of the higher levels of marksmanship using the flip-open portion of the buttplate. Never. So I would think most folks do not consider it an aid to marksmanship. M-14 full-auto shooters a possible exception, but they use other tricks, as well.

I have seen a few folks remove the flip-open portion to save weight, and most all of them are tolerable shots or better. Might want to think about THAT.

If you want to add internal stowage to Mini stock, two ways: If you are expert woodworker, drill out holes in wooden stock, and use original, screw-attached buttplate, or slightly longer neoprene aftermarket version. Not much room for erroe, so have things ixtured-up just right before starting. Might not be a bad idea wo buy a couple of wooden Mini stocks off ebay, etc, on which to make possible mistakes. Can also make use of them practicing stock/action bedding techniques, but that is for another topic.
Other method is to buy accuracy-enhancing tight-fitting synthetic stock, and make use of hollow buttstock. juist figure out how to remove buttplate, ant it's a cave inside there. All the room youo want, and then some.

See my "Tips" thread.
