Much, much more information is needed i order for the FAL-freaks here to give you anything close to a value. Who built the rifle, what parts are used, how well said rifle was built, etc....
Given the added bits(Picatinny rail, fancy finish, etc..) I'd say it was a Franken-FAL; that is to say, built with a lot of different country's parts.
$1300 is a lot of money for any FAL that isn't pre-'89 AWB.

If i were you i'd pass on buying that rifle. You could buy a new Argentine kit from sarco, a dsa or coonan receiver and the required u.s. parts and have a brand new rifle. The fal files forum market place is a good place to find a deal as well. You could buy a very nice used rifle that was properly built or find a nice kit.
