Black Chevy Suburban with all backed out Windows and blacked out license plate cover

I was headed to the store when I see this all back Suburban. When my headlight illuminated the side I see in back reflector decal "Police" Didn't think to much as Snohomish county SWAT team members drive a similar vehicles. What really caught my eye was that the vehicle has dark tined covers over the licenses plates. When I got a closer look I see it’s a GSA plate... As in the FEDS...
Now I had to take a closer look... to see what agency this dude works for. You really could not see the decal on the side as it was black. It’s the black reflector stuff and only show up when my head lights where on the decal. The only thing I see is POLICE and what looks like a star. That’s it... No "Call 911" No light bar, I don't remember any antennas but I did see a MDU (computer) All of the rear windows where all backed out... think limo tint.
The dude's uniform was back with yellow shoulders and sleeves. I couldn't get a good look at the patch. This is not the only time I have see vehicles like this in the area. I have seen a couple of crown Vics and other SUVs with the same paint/black deacls scheme.
My question is who are they? Also what the backed out plates and black on back decals? Should I hide my dog?

Um... No... Not your DARE vehicle... Just woudl like to know what agency that dude was with and why the black on black decals...
Not the one I saw but the decals are the very smilalar...

Only Federal Agency that uses a star is the Marshals. Could also be the FPS.

Isn't Obama gonna be in town soon? The Secret Service has a uniformed division that does both basic facilities security and tactical stuff. The Secret Service logo is a star. Maybe they were in the area doing some pre-event scouting.
A lot of federal LE agencies put the word "police" on their stuff because everyone knows what that means, even if they aren't really police in the literal sense.
