Thinking about 9mm build have question
Hey guys you know alot more about the laws in this state than i do right now. I own an AR15 and a M&P 15-22 both store bought from retail store in oregon. Now i would like to build a AR15 9mm conversion. I was wondering if i could get away with using the CMMG 8.5in wasp upper on a AR15 lower with out filling out more paperwork. Or do i have to go with a barrel length of 16in total. Thanks guys
SBR, unless you want to build a pistol lower.
If your planning on doing it with the m&p15-22 chassis as a base, you have too look at it close to see if it is possible. I think the one we have will not fit a regular AR upper on it.
Anything under 16" in barrel length is a pistol or short barrelled rifle. Building a pistol is your only legal option with a barrel that short in WA. You could permanently attach a barrel extension to make it 16" if you really like the 8" barrel. Ive built a 16" 45ACP carbine using a 7.5" Oly barrel myself with a welded on fake suppressor.
So i would have to pick up a lower marked pistol, build it with no butt stock and then i could add the CMMG upper and go shot it. Or fill out forms for SBR and get finger printed, pay $200 for a stamp and wait 6-9 months and then i can install that upper with a mag block in a standard AR15 lower with multi cal stamped on it and have fun. Either build a pistol with a virgin stripped lower, or buy the upper, weld on a 8" barrel extension and put it on any lower you want.
The lower just has to have never been assembled into a rifle (or shotgun, I suppose). It does not have to be marked pistol.
No SBR's in WA but a 8" barrel with a 8"+ shroud works good or a even a pistol with a 8" barrel

That is correct.
Correct me if I'm wrong, but if you go the 8" shroud route it needs to be permanently attached correct? If not it's still an SBR.
Maybe this will be redundant, but the rough definition of an SBR is a firearm that uses modern ammunition, a rifled barrel of less than 16" and or an overall length of less than 26", and a shoulder stock. A pistol is something that has never had, nor can it have, a buttstock attached to it. If you have a barrel of less than 16" and wish to remain within the title one relm, you will need to permanantly attach something to the muzzle to bring the length out to 16+ inches. A flash hider, a fake ( or real) suppressor, it just needs to be longer than 16" from breach to muzzle. If you have any questions, it's best to ask someone who knows this subject well.
