Whats the deal with Fox Mean Green Pepper Spray Not For Sale in WI?
Is there a state law against green pepper spray but not other pepper spray from the same company (Fox)?

Is there CS in the mix? I know that is a reason we cannot get some OC products.
There does not appear to be CS in the mix ...but I am pretty sure there is a Fed law against CS these days.....
Leaning towards getting a can or two of "Spitfire" and seeing how that works on a pack of dogs that went after my wife while she was planting flowers

I thought the state only allows pure pepper spray without additives, iirc there is another popular brand that you can't buy here because their mix uses black pepper.

that kinda makes sense as the heat units are greater in other brands you can buy here legally.....
A quick google shows 10% or less is legal. http://datcp.wi.gov/uploads/Consumer/pdf/PepperSpray157.pdf sorry I can't make it hot. I am not ipad savvy. I don't know when that document is from. It lists no date.
There are two separate "laws" to look at here.
941.26 states:
"Except as provided in sub. (4), no person may sell, possess, use or transport any tear gas bomb, hand grenade, projectile or shell or any other container of any kind or character into which tear gas or any similar substance is used or placed for use to cause bodily discomfort, panic, or damage to property."
941.26(4)(a) Subsections (1) to (3) do not apply to any device or container that
contains a combination of oleoresin of capsicum and inert ingredients but does not contain any other gas or substance that will cause bodily discomfort.
So, as long as it is OC only, and does not contain any other gas or substance that will cause bodily discomfort, it's legal to posess.
Now.....with regards to SELLING, or OFFERING FOR SALE pepper spray in WI, there is a whole separate list of rediculous stipulations:

So, while certain sizes, containers, shapes, etc, may not be legal for sale in WI, as long as they are OC only, per 941.26, they are legal to posess.
(I am not a lawyer, but have researched this, and it has been discussed in HTF before....some time ago)
I think the WI Admin code used to prohibit "dye" in the OC. Thus, Mean Green, having a dye to it, was a no no.
I *think* they've updated the admin rules to remove the dye portion though, so it might be good to go now as long as it's ONLY OC in it, and not over 10% I think.

I just now noticed that my hotlink did not appear.

I wonder when they ditched the prohibition on dye. I could swear that I remember that still being there even up to 6 months or a year ago.

I do't recall ever seeing a specific prohibition on dye. A year or so ago I was asking about Fox 5.3. Some thought it might not be available in WI because of the dye. But at that time, there was no verbiage indicating a ban on dye that I recall. Odds are it is one of the labeling, tamper proof, or other BS "rules".
Find whatever OC you want. Make sure it is only OC and not a mix of any other irritant. Purchase out of state. It's only unlawful to sell in WI, not posess.
Another interesting note, if you posess OC that also contains CS, it is a Class A Misdemeanor. But if you use it in self defense, it's only a Class D forfeiture.
When I looked at the spray laws for WI a couple of years ago, I seem to recall dyes were not allowed. 2oz limit on capacity, and a certain percentage of OC limit (probably the 10% mentioned).
