shipping a pistol
I am selling my H&K P30, someone is interested but their ffl wont take it from me, what do ffl's charge? I he said he will go over the asking price 30 bucks. I dont really need to sell the pistol but I dont shoot it so if someone can enjoy it all the power to them. Thanks for the help. I am in Bartlett.
gun broker has an FFL searcher. Type in your zip code and it give results. I think it's linked from the auction pages.
One of them should take it for that price no problem.
tell him to find a new FFL..
FFLs who only take shipments from other FFLs just make it harder for everyone.

Guy I used charged $20 plus actual shipping usually US postal priority. He charged $35 for transfers as a reference.

Exactly. This FFL either doesn't know the rules, or is keeping other FFLs in business.
Perfectly legal for a non-licensee to ship a firearm to a licensee. If you send your gun to the manufacturer for repair, do you use a FFL?, No.
Page 178 of Regulation 5300.4
(B7) May a nonlicensee ship a firearm
through the U.S. Postal Service?
A nonlicensee may not transfer a
firearm to a nonlicensed resident of
another State. A nonlicensee may
mail a shotgun or rifle to a resident of
his or her own State or to a licensee
in any State. The Postal Service recommends
that long guns be sent by
registered mail and that no marking of
any kind which would indicate the
nature of the contents be placed on
the outside of any parcel containing
firearms. Handguns are not mailable.
A common or contract carrier must be
used to ship a handgun.

Accepting shipments from individuals can turn into a major hassle and that's why some FFL's don't want to deal with it. It's not that FFL's think it's against the law. They just want tidy books for ATF and more than a few people seem to forget about that part of it all. Some folks are unable to follow even the most basic requirements an FFL might have when it comes to shipping and receiving a firearm.
Shops that accept shipments from individuals are just willing to do alot of extra footwork - once in a while - to keep their customers happy. And, some shops don't have the time for it all.

If you don't
need to sell, tell the buyer to either A.) find a new ffl, or B.) pay the extra money to have an ffl on your end ship the pistol to his ffl.
YOU MAY NOT SHIP A HANDGUN TO ANOTHER FFL UNLESS YOU ARE A FFL.
HANDGUN SHIPPING RULES ARE DIFFERENT THAN LONGGUN SHIPPING RULES. His FFL is not just trying to make your life difficult.
The only exception I know of is a nonlicensee can ship the handgun to a manufacturer for repair/work without using a 01-FFL to ship.
(ETA: And even then, you may not use the USPS to ship the handgun unless you hold a valid FFL (03 does not count); you must use UPS/FEDEX or another courier)
My FFL charges $20 + Actual Cost of Shipping for outbound shipments.
I quoted BATF regulations 7 posts prior. Non-licensee can ship a gun via common carrier to a licensee.
Exception you are citing is sending gun to manufacturer for repair. The exception is the manufacturer can ship the gun directly back to you (non-licensee).
This is provided the S/N remains the same. Change in S/N requires FFL to receive from manufacturer.
"Section 1715. Firearms as nonmailable; regulations
Pistols, revolvers, and other firearms capable of being concealed on the
person are nonmailable and shall not be deposited in or carried by the
mail or delivered by any officer or employee of the Postal Service. Such
articles may be conveyed in the mail, under such regulations as the
Postal Service shall prescribe, for use in connection with their
official duty, to officers of the Army, Navy, Air Force, Coast Guard,
Marine Corps, or Organized Reserve Corps; to officers of the National
Guard or militia of a state, territory, commonwealth, possession, or
district; to officers of the United States or of a state, territory, or
district whose official duty is to serve warrants of arrest or
commitments; to employees of the Postal Service; to officers and
employees of enforcement agencies of the United States; and to watchmen
engaged in guarding the property of the United States, a state,
territory, commonwealth, possession, or district. Such articles also may
be conveyed in the mail to manufacturers of firearms or bona fide
dealers therein in customary trade shipments, including such articles
for repairs or replacement of parts, from one to the other, under such
regulations as the Postal Service shall prescribe. Whoever knowingly
deposits for mailing or delivery, or knowingly causes to be delivered by
mail according to the direction thereon, or at any place to which it is
directed to be delivered by the person to whom it is addressed, any
pistol, revolver, or firearm declared nonmailable by this section, shall
be fined under this title or imprisoned not more than two years, or
both.”

Above only applies to USPS though I think- UPS/FedEx may be legit from the looks of it if you follow their rules (overnight requirement, etc.) Will have to look and see- always thought pistols couldn't be shipped by nonlicensees period (except for repair).
1911forum post that breaks it down
I shipped my P220 with the fedex store. they were really good about it and it cost me 12 bucks. the buyer said he found a ffl so I am waiting to hear back from him. if not I will not sell the pistol to him. he is in PA and I know someone will take it from me.
I really don't understand ffls not receiving from a non-ffl. It doesn't make sense. They receive, in person from non-ffls all of the time, when they buy a used gun from someone.
I think the BATFE has to set some guidelines for ffls to follow, and for people who aren't ffls, in regards to shipping guns to dealers. And better publicize them.
You should always send a copy of your id when sending a gun to a dealer, because the dealer isn't going to take it on faith that you (the sender), are the person whose return address is on a box. You can buy those "packing list enclosed" clear, stick on invoice envelopes for cheap. Included should be your id, and who the firearm is for, with contact information, (email, phone number, address, name, etc.), on the outside of the box, so the dealer can be clear where the gun came from and who it's for. You'd be suprised at the number of dealers who have told me, they've received guns (transfers), with no names on them, and they don't know who to call, because their own transfer accounting system is likewise poor.
You can ship a handgun basically FedEx or UPS, following their rules, and it's supposedly very expensive, if you don't have an account with them.
We need to get national legislation in Congress, to let people send handguns Priority Mail or faster at the USPS. The rule is silly and financially punishing to people; and on top of that, the Post Office is broke, so you'd think they'd welcome more package business. Priority Mail would make sending a handgun for around $15 with insurance and delivery confirmation possible, instead of the raping, and misinformation that goes on at UPS especially. We really need to get a bill in Congress going.

You can try and see if Rink's Gun World will do it, or if Article II Range will do it. Bet they'll charge you out the ass to ship something out though.

bad advice to be giving on a public board-
If for some reason Fedex/UPS loses your package and you did not declare a firearm/pistol inside, you are completely boned as far as recouping the loss. As long as there's a >0% chance of that happening, I would not risk it.
ETA:
post in the Build-it-yourself forum where a user had his DD Barrel go missing by UPS; with comments speculating that UPS sometimes opens packages (or it breaks open and gets repacked).
Try Paul @ MCSfirearms.com He's in Algonquin and extremely accommodating.
I am in West Chicago and perform transfers for $20. I also accept transfers from non-licensees. You can contact me at 630-673-3277.
