Who is the chief law enforcement officer where you live? If you live inside town limits, is it the chief of police? Sheriff in the county? Do the State Police get involved?
Here's an easy way to find out. Pretend you call 911 because there is a prowler. What police department shows up? Their boss is who you want to send your paperwork to.

Wouldn't that be the closest unit? And not who technically has jurisdiction?
Well yeah, but you know what I mean. If a state trooper is driving down my street I'd expect him to stop instead of sending the local fellas over from a block away.
In Maryland, most County Sheriffs are more gun friendly than their city or state counterparts. I have always sent it to them over the twenty some years I have had my C&R FFL. That said, PG county has changed an awful lot since I lived there!
