You pay them to print you and send it down state, they don't care if it's not you, the state will turn you down and they got their money.

I received the license 6 days later but you are probably right.
I am not sure if I understand your question exactly. But Evansville PD did a background check on me. They also to my photo.

Warrick County Sherriff checked my DL against the application before they took fingerprints.
