Okay I speed read it all, and the only thing I can interpret out of it all is that SEESAC want to introduce oppressive laws in the Balkans to bring them in line with the rest of €urope, and prevent the next conflict. The Brokers licence thing will fail, as just about any house over there will have access to firearms and ammunition and due to family and ethnic grouping they will have an "omaerta" thing going and an internal justice/punishment regime in place for those that open their mouths.... The authorities that be, be it the €U UN or whatever will fail to cap the next ethnic cleansing or conflict as they failed the last time.
Or did you mean something else that I may have missed?
