...So if I had a friend in PA modify 20 round P mags by taking the limiter and installing it (pin/glued) so it stays put would it be good to go in NJ ?

i just used magblocks version on a bunch of 20 and 30rd pmags.

they work really well... Just make sure in the note you tell them what your going to limit to. IE if you have 30 round pmags they dont make a 15 round limiter for that but they will mark where you need to cut the C.A. version for NJ compliance.

Once i installed them i just used epoxy on the ranger plate of the pmag. now its permanant

IMO you should be good to go as long as they are not removable. NJ does not specify what is permanent but you just use you head on that one :)

You willing to take that chance in a court of law? No guidelines from the AG's office so how do you know what procedure to follow?

IMHO nothing is safe unless the body is cut down to accept no more then 15 rounds.

Don't mean to rain on your parade, just playing devil's advocate.

Yup..listen to Luger here

If somehow someone could jam that 16th round in the mag you'd most likely be screwed, blued and tattoed
