So, is this for the better?
I was born in Canada, but dual citizenship made me move to the US
I may get a PAL, just incase i'm in Canada when the Zombies make their move.

It would be a very good thing if this passed.
C301 will be a very positive step if it actually gets passed.
this authorization to transport only to the range is ridiculous, cannot even get my gun looked at by a gunsmith without the government saying I can.

ATT - Authorization to Transport
and the way it is written, is that we are only allowed to transport our restricted firearms (handguns, short barrel rifles/shotguns) from our place of residence to any certified range
each province words theirs slightly different as well, the example I gave you is for Ontario, but out west (BC,AB,SK,MB) you can also transfer them to borders and gunsmiths. these are considered or LTATT (long term ATT) and can be valid for up to 5 years
we also have STATT (short term ATT) these would be issued for certain things, like for instance if I needed to bring my gun to a gunsmith, I would have to call the government, tell them my intentions, then they would issue me a short term ATT that is only valid for a certain length of time allowing me to transport that firearm to the gunsmith, I would also need one to bring it back home, same thing goes when buying a gun, a short term att must be issued for me to bring that gun from the store to my house.
and that is why I want bill C301 to be passed, as there are provisions in the bill to remove the ATT system, if you are a valid firearm license holder you can transport your firearm for all legal purposes

Basically firearms considered Restricted (Handguns, certain "evil" rifles like AR's) or Prohibited require a permit to transport them. A short term ATT is for one time range trips, travelling to shooting competitions both in and out of province, or going to the gunsmith. A long term ATT is issued to competition shooters and covers a longer period (i.e. 1 - 5 years). Each province has a CFO, Chief Firearms Officer, that sets the standards on what and where "transportation" means, and varies based upon political and other biases. This bill includes an attempt to standardize that process, as it varies widely by province.
