If you work over 29 hours you must be on an approved healthcare plan or the company pays a fine.

So they have to decide: fine? or part time?

Right, if this individual was 40 hours, he should have been covered under Lowe's current health plan.
Did Lowe's do away with group health coverage as the obamacare tax is cheaper than keeping coverage?

It could have also been a "trickle down" sort of measure from Obamacare.
They guy is full time, has benefits and vacation pay. The company starts eliminating many of those positions now, pre-emptively, and they can increase short term profits enough that they have cash reserve for the coming storm next year when the policies fully take effect.

That's just a theory, as on the surface, reducing full time employees on the verge of the income tax season rush at a home improvement store chain w/ a major competitor, sounds like a sure recipe for a decrease in customer service...and ultimately sales.

If the employee's hours were cut to part-time, this should eliminate the health care cost burden on the employer.

I'm not well enough educated on obamacare, how will a business be affected if they already provide group coverage for their employees?

It would eliminate his healthcare, vacation time, and probably any other programs they offer their full time employees.
If a business already offers healthcare to it's employees and decides to keep it, these are the issues they face:

Their plan has to meet the minimum gov standards
Increased cost of health insurance.
Lack of tax deduction on employees part for their percentage paid.

So what you'll see is employers might have to get better group plans to stay in complaince, they will pay more for the plans, and employees might see a reduction in their paychecks as any share of the premiums they pay will no longer be tax deductible.

Now employers have some options. If they choose not offer the insurance anymore, they can elect to pay a fine of about $2k/year per employee (I'm not %100 on the amount, maybe someone else can clear that up). This would most likely be cheaper than continuing to offer insurance and it would force their full time employees to either buy health insuarnce on therio own, or pay a fine themselves.

The other option is to transition employees into part time poistions that do not require they offer health insurance, or pay a fine, keeping only critical employees on a full time status.
Part time employees excluded under Obamacare must not work more than 29 hrs/per week. In many industries, like retail, it's difficult to keep a part time employee under a certain amount of hours all the time, so to be safe, they will likely schedule them for far less than the 29 hrs allowed in case they have to work them more hours one week.

Nobody wants to risk the fines because they couldn't keep their schedule filled.

So this is where we're at with Obamacare. Employers are being dealt a nasty choice of taking care of their employees, or ceasing to remain competitive and/or exist

In reading the actual legislation, it looks like you might be right speed.
Employers are likely just preparing for the future costs (taxes) that will result from Obamacare. The tax they pay is proportional to healthcare benefit they provide, so by getting employees into a part-time status they are effectively reducing their future taxes resulting from the affordable care act. Understandable move on their part.

It's enrollment time and I'm going over the new medical insurance options now. It is a nightmare.

Welcome to the new double speak : coinsurance

As a patient I will now have to fork out copay, deductible and coinsurance payments.

At the end of the day I find that I will end up paying 60% of the total cost of any medical treatment
and insurance will pay the other 40%.
This while they gouge out my insurance premiums (and my employers) bi-weekly paycheck.

What do you expect when there is no yearly cap on medical expenses or refusal for pre-existing conditions.

Like others have mentioned. This was no accident. The lure of "better" healthcare was the hook. The cost of healthcare vs. the options of a fine and/or cutting hours was designed to be an option no business would pass up. The result: massive increases in people joining the government plan, another nail in the coffin of private insurance, and the end result of a single payer system achieved.

If the republicans seriously wanted to point out this pre-planned failure, they would run commercial after commercial of the president saying that " we should get alot more in healthcare for what we, as a nation are spending. If we make these changes, we can insure more, at no extra cost..."

I remember that was how it was billed - a way to get more by cutting down on the waste and overhead. What happened to that? Nothing. Instead, we keep the waste, keep the duplication, keep the fraud, and grow an inefficient system even more.

I can't walk into and out of a Lowes around here without a half dozen people asking me if I need help. I know the store well enough to work there, so rarely do need help.

Maybe each of those employees has different knowledge base that justifies the numbers, but it certainly appears that they could lose a significant percentage of employees without drastic reductions in service. Sure it's winter and lawn work and gardening is non existent, but maybe that is an indication they should hire seasonal workers to fill that rush.

"ed" is losing hours because lowes is in the process of hiring seasonal employees for the most busiest time for the store. if he was full time his hours would not be cut. sounds like he's art time and has to cut his hours to bring in the new people to be trained. also lowes offers benefits for part timers as well. the store is in a slow stage right now right before spring. "ed" sounds like a winey girl.

Negative.
Many, many more people...people who never even considered going on welfare, will find that it's easier and cheaper to work 1 PT job and go on the .gov healthcare plan.
How many people will say to themselves:

So, I can work 50 hours/week, make less money than I did before, and pay more for health insurance?
Or, I can work 25 hrs per week, get "free" health insurance, food stamps, cash benefits, utility assistance, huge EIC checks, and actually have more money in my pocket?

I wish it wasn't true, but sadly it is.

The government has literally made it the rational choice to work less and leech off the producers in society.

I've personally witnessed this exact scenario play out w/ single mothers. They work as much as they can w/o losing their benefits. They go to school and get degrees, hoping to find a professional enough position that will allow them to get off welfare, but the free healthcare, daycare, food stamps, cash assistance, housing vouchers, etc...make it almost impossible to transition to a full time job and still pay their bills.

They basically need to find a $60k+ job w/ full medical and daycare right off the bat. They do not allow the mothers to get partial benefits in the daycare, housing, and healthcare areas to transition to working. I've seen women crying about this, ashamed to be on welfare, but trapped by it

My employer's getting around it in a worse way. I don't take the company insurance plan because it's already meh, but it's an account based program where there's a base amount of money for coverage and you can earn more through various ways. Well in the information video this year they very briefly touched on how it will work in 2014. No base amount at all, meaning you will have to earn all of your coverage. How the fuck is it even a benefit at that point.

Media has conveniently spun the stories that Lowe's and Home Depot are hiring several thousand part-time/ "seasonal" workers, much more than what they have done in past years, so of course to the media that means the economy is getting better. They fail to mention that they have cut back on full-time employees due to Obamacare and therefore need more part time workers to keep the stores running. And it won't be just retail business's looking at doing this, it will trickle down to everyone in some fashion.

Yep. This was the end-state from the word "Go!"

Yes it was.

I have a friend who is a manager with BCBS. I asked him what he and his coworkers thought about Obamacare, and he said that while he didn't agree with it in principle and didn't like Obama, that the general mood was excitement that they're going to have a lot more business.

I said "Don't you see? The whole purpose of this law is to drive you out of business." He didn't see. He does now.

I have a friend who is a big time lib and works for BCBS. I think they believe that we're going to big insurance combines like BCBS and Kaiser as functional sub-contractors for a .gov single payer program.

She's positively giddy.

My buddy wasn't thinking that far ahead - he and his bosses simply thought "Great, more customers!"

I wonder how giddy your friend will be when she sees what being that .gov subcontractor will entail.

Think of how much cash this country could save by simply remediating this one situation and allowing those single mothers to transition to the workforce full time and pay all those taxes?
Think of how much cash this country could save if we incentiveized full time work for those on welfare instead of penalizing it?
Think of the future generations we could save from being brought up in an environment of welfare dependency...

I'm not talking in terms of political idealism; I'm talking about the realities of these programs. They are designed, either by purpose or by default, to keep those who want to work dependent, and give those who don't want to work, no incentive to do so.

Go read the panic buying and "price gouging" threads, most ARFCOMmers didn't either.

This has only just begun... Wait until you see the amount of companies that cut employees back to 30 hour work weeks!

Beware what you wish for....

It sucks, but he got what he wanted. I hope it was a wake up call to him.

This is Genius! Obama kills the economy and by the process, it looks like it's getting better. Sheer Genius.

The folks that lose their full-time job and have to take a part-time employment will soon forget who/what caused the problem. - they might not ever even understand why!

This move to more part-time employees, who will ultimately get some sort of pubic assistance, is just what the liberals want. Everyone of the people that get, a free phone, free daycare, food stamps, subsidized housings, etc, is another Democratic voter. Why would they vote for anyone that might take their free shit away! We are doomed!
Always do right. This will gratify some people, and astonish the rest.
